What is PI data exactly?

So if a PI has a target and data, what is the data in the following sce=
narios?

<?Foo ?>

Is the first null data and the second a string of spaces? Is PI data no=
rmalized
in any way? If the SAX interface specifies that the PI event is target =
and
data, with null if no data, which of the above scenarios would have nul=
l data?
Are the processors out there consistent in this? Where in the spec did =
everyone
go to back their decisions on this? If there was some text in there and=
it had
spaces on either side, is that kept or normalized?

Why is the sky blue? :-) But really, is there some authoritative answer=
to this
or is everyone just doing it ad hoc or is everyone just following someo=
ne
else's lead?
